A la muerte de Hidalgo se convirtió en el principal dirigente de la lucha armada. Aportó al movimiento insurgente un programa político y social. Organizó en 1813 en Chilpancingo el primer congreso mexicano con el fin de promulgar la independencia y dar bases propias para la nación
